National ID Updates Limited to District Offices as NIRA Launches Mass Renewal

The National Identification and Registration Authority (NIRA) has declared that any Ugandan wishing to alter their information on the national ID card must only do so at NIRA district offices as the mass registration and renewal of national identity cards begins.

“Change of details shall only occur at the NIRA district offices. At the local level, it won’t be carried out. This is because it has some very strong legal standards that might not be simple for a new person who is simply handling a kit to possess and retain in their head,” NIRA Executive Director Rosemary Kisembo noted on Wednesday.

She highlighted that each of nine categories of change of detail has different prerequisites.

Kisembo added that the district’s NIRA staff would make available the requirements for every class.

The declaration arrives just days before mass registration and renewal of national identification cards, which starts May 27, 2025. She further added that mass enrolment nrolment will take place Monday to Saturday.

“Millions of national IDs have already expired, therefore it is important to keep in mind. NIRA will also re-register more than 15.8 million cards that are due to expire in June 2025 during this activity,” she said.

The NIRA boss further said the goal of the drill is to sign up 17.2 million Ugandan and apart from changes of specifics, mass enrollment and renewal of expired national IDs will happen at the parish.

“The parish (Muluka) will be the center of operations during the mass enrollment and renewal campaign. Ten thousand five ninety-four parishes will have registrations every day in a rotational, comb-and-clean method. There will be ten minimum kits each parish daily; special situations may have lower numbers,” Kisembo continued.

Together with parish officials, PISO, and GISO, the LC1 chairman, defense secretaries, and LC1 council members will help to identify people and register them at the parish.

The mass enrollment and renewal of national IDs comes as Uganda prepares for the 2026 general elections.
